Object of the study: evaluation of the effectiveness of the activities of scientific institutions. The purpose of the work: to theoretically explore the general principles, approaches and features of the methodology for assessing the activities of scientific institutions in developed countries (primarily the EU states), as well as some post-Soviet countries. Methods of research - analysis and generalization of scientific information sources, synthesis and comparison, mathematical, economic-statistical and multidimensional modeling. For the purposes of the research, an analysis of sources of information on the research topic was carried out, general principles and approaches to the evaluation procedure were determined. The German experience in the methodology and organization of the evaluation of the activities of scientific institutions (the methodology for assessing the Max Planck Society and the Association of Leibniz) was studied. Specific features of the evaluation of the effectiveness of scientific activity and scientific institutions in foreign countries (Great Britain, France, USA, Sweden, the Republic of Kazakhstan, etc.) are determined. The indicators included in the complex indicators, on which the international ratings of scientific institutions are based (Scimago, WRIR, Thomson Reuters) are studied. The results of rating of scientific and scientific institutions of the National Academy of Sciences of Ukraine in these ratings are analyzed.
