The subject of the study is the economic relations that arise between the state, the region and enterprises that are engaged in extraction of natural resources in terms of seizing and distributing rental income. The hypothesis of the project is the existence of a relationship between the level of regional socio-economic development and the optimal fiscal burden. At the same time, the mechanism for the extraction and redistribution of rental income of enterprises that are engaged in extraction of natural resources should be aimed at ensuring the harmonization of the structure of production with shifts in the structure of consumption. On this basis, the preconditions for the development and implementation of the budget formation system of different levels are based on the expansion of their resource base, the introduction of incentive mechanisms for budget self-provision of subjects of budget relations.
