Significant transformations of the legal system of Ukraine during the period of the independence of the latter, which have not left any branch of domestic law, have now been extended, in particular, in the emergence of a conceptually new and radical rethinking of many earlier doctrinal approaches aimed at realizing the essence of the phenomenon and the interpretation of the concept of "corruption". This is largely stipulated by the need for the practical implementation of the priority areas of the state-legal development of the Ukrainian society (construction of a democratic, social, rule of law, ensuring and comprehensive guarantee of human rights and freedoms), which requires, among other priority measures, the relevant regulatory maintenance of the mechanism of prevention and counteraction of corruption and its manifestations, as well as creation of proper conditions for its effective realization in legal regulation primarily the public service.
