The first section explores the current state and trends in the ferrous scrap market, analyzes the dynamics of the volumes of their procurement, the level of their supply to metallurgical enterprises, the dynamics of physical volumes of exports and imports, the effect for the metallurgical industry from raising the export duty for the export of ferrous scrap. In particular, it was established that in the course of 2017, the domestic procurement of ferrous scrap increased by 7.8% compared to the previous year, from 3.51 to 3.79 million. t. The price increase led to a dilution of the share of the export duty in it at a fixed specific rate of 30 euro / t on average from 18.9% in 2016 to 13.5% in 2017. At the same time, following the results of 2017, the raising of the export duty for the export of ferrous scrap to 30 euro / t had a positive effect on the metallurgical sector (reduction in the level of the deficit from 20 to 9%) and the state budget (threefold increase in the receipts from customs duties ). The second section contains the results of the economic and mathematical modeling of the prospects for the elimination of the raw deficit in the metallurgical industry of Ukraine. The use of the GTAP system allowed to justify that the prospective scenario is the introduction of an ad valorem duty, the rate of which will be determined as a percentage of the cost of export supplies. Based on the analysis, we can consider it expedient to establish an ad valorem duty for the export of ferrous scrap from Ukraine at the level of 20%. In the third section, an economic and legal analysis of the introduction of restrictions on the export of ferrous scrap from Ukraine. It was revealed that the previous and current measures to limit the export of ferrous scrap in Ukraine, with which the export duty was raised from 10 to 30 euro / t, were adopted in full compliance with the norms of international trade law within the WTO and other international obligations of Ukraine concerning the regulation of foreign trade .
