The object of the research is ecosystem of the Black Sea coastal waters and factors of influence. The subject of the research is indicators of the state of the marine ecosystem and indicators of factors of influence The goal of the research work is is the preparation of recommendations for a national system for monitoring the impact factors on the marine environment in accordance with the requirements of the European Marine Strategy Framework Directive. Particular attention was paid to the influence of toxic pollution. Research methods - in the research work used the comparative analysis and the method of mathematical modeling of the dynamics of the state of the marine ecosystem. The results - to achieve the goal, the following tasks were solved: a) assessment of pollution of the ecosystem of the North-Western Black Sea shelf with toxic substances; b) analysis of the existing system for monitoring the impact factors of the marine environment on its compliance with the requirements of European legislation to the system for managing the state of the marine environment; c) comprehensive assessment of the impact of natural and anthropogenic factors on the quality of coastal waters of the Black Sea in 2017 based on mathematical modeling; d) preparation of recommendations for the national system for monitoring the impact factors on the marine environment in accordance with the requirements of the European Marine Strategy Framework Directive.
