Due to the improved methodology for monitoring information and telecommunication infrastructure, the efficiency of the distribution of limited network resources has been achieved to improve the quality of the provision of electronic services. Thanks to the new method of network synthesis as a set of distributed virtualization functions, it is possible to increase the share of domestic producers in the cost of the network infrastructure of distributed service systems. The new method of differential multi-threaded traffic management allowed to obtain an improved technology for transmitting information flows in the network infrastructure using software-configurable elements of telecommunication systems and their components. The developed methods of monitoring information and telecommunication infrastructure have made it possible to create on a created model a joint use of the information structure with the identification of streams of individual users on the basis of a new classification of services. Methods of construction of program-configurable data centers as information centers of a network system are offered.
