The purpose of the work is to select and substantiate risks assessment methods for education services, in particular the education process of higher education institutions. Methods of research are the methods of expert assessments, comparative methods, systematization methods, PEST and SWOT analysis, which allowed to investigate the factors causing risks and develop organizational and technical measures for risks prevention and reduction. The results of research work are the classification of risks, which allowed identifying the causes of risks and developing corrective and preventive actions to reduce them. In addition, with the mapping method, a map of educational process risks has been prepared and their ranks have been determined. Scientific novelty of the research work: the model of the key education process has been developed, which allows to determine the risks taking into account the interaction of all its elements; classification of education process risks has been made; it has been proved that the use of PEST analysis is a prerequisite for implementing the integrated QMS, and the use of SWOT-analysis minimizes the impact of risk by combining internal and external metrics; developed a toolkit that allows monitoring the risks of education process and education activities in general. The obtained results of general and special competencies should be used in the education process, in the description of education programs, in education and work programs, which are based on information systems and technologies.
