Restoration of control contains three components: military, administrative and economic. The military aspect involves the restoration of control over the state border and the physical presence of state authorities (primarily, security forces) in the territories liberated from occupation. A compromise is the introduction of a peacekeeping operation in the Donbas, the main advantage of which is the cessation of armed confrontation.
