The Monograph is aimed at creating theoretical basics and methodic of financial and economic activity regulation in public and private sectors of national economy. Object being examined is state financial control system as a tool of business and non-profit entities regulation. Subject being examined are analytical and controlling aspects of business and non-profit entities regulation. Tasks to be resolved according to the study purposes include but not limited to analysis of state regulation fundamental nature and types; content and dimensions of business and public entities regulation; differences in methods of regulation depending of industries and sectors; problems of concepts in tax control investigation; pre-checking analysis methodic; analytical aspects of tax revenues. Specifics in tax control depending of taxes (VAT, income tax for individuals) were analyzed. Budget control is presented as state financial control component and its content and tasks were described. Theoretical approach to budgeting programs efficiency to be stated. Methods for risk evaluation and analysis of public sector enterprises are investigated. Theoretical and methodical issues of custom control are defined, customs post-audit methodic is evaluated. Accomplished study gave an extensive view of innovative results like that: Framework of categories and concepts as to tax, custom and budget control is developed. Logical concept for analytical provision in tax and budget control, based at unified principles and risk-oriented approach, was elaborated. Problems of effectiveness evaluation for custom authorities were detected and recommendations for its solving were proposed. Foreign countries experience was to be considered. Results are used for scientific papers publishing (29 papers), as well as presenting at scientific conferences in Ukraine and abroad. On the basis of acquired data 10 teaching disciplines were elaborated.
