Relevance of work: The inconsistency of the present state of state management with the contemporary tasks of socio-economic development lies in the lack of an adequate response by the state to the influence of exogenous and endogenous factors of world technological development for the purpose of directing the technological transformation of the national economy. The main problems of public administration in the sphere of scientific and technological activity of Ukraine are the functional inability of the existing system of state authorities to withstand the global technological challenges of the 21st century and the imperfection of the current regulatory and legislative framework. It must be admitted that today, public administration is still not in line with the country's course of pursuing European standards of democratic governance, since it remains ineffective, inclined to corruption, internally contradictory because of the built-in conflict of interests, excessively centralized, closed from society, cumbersome and detached from the needs of the citizen. Based on the dominating preservation of the existing scientific and technical potential under the slogans for its preservation, the scientific policy of the Ukrainian state during the independence period has not acquired integrity, consistency, and, consequently, effective efficiency. In light of the tasks that the new political leadership of Ukraine puts in front of the country, the study of the dynamics of changes in the segments of the domestic scientific and technical potential, with the aim of identifying its most promising areas, is based on the combination of statistical, morphological, scientometric and forensic methods of analysis. The need for such a study is due to two fundamental circumstances. Firstly, in the conditions of acute budget deficit there should be a transition from passive to selective - modernization of the state scientific and technological policy. Secondly, the weight of the individual, weakly interconnected semi-autonomous segments of the scientific sphere and their influence on the general trend of the development of Ukrainian science increased as a result of the low mutual agreement of priorities among the numerous subjects of science and technology policy. The revealed tendencies of development of the domestic scientific and technical sphere require carrying out of complex researches with the purpose of identifying new, as for Ukraine, and adapted to the present realities points of growth of scientific potential as prerequisites for creation of stable competitive principles of social and economic development of the country. Definition, creation and development of the points of growth of domestic scientific potential should take place in parallel: "firstly, the isolation of domestic, really existing, most promising scientific developments, which have a local and global competitive perspective; secondly, identification of actual problems of the development of the scientific sphere of Ukraine; thirdly, the allocation of problem-oriented scientific and technological directions (growth points) with the involvement of the domestic scientific and technical potential As part of the work, it is planned to develop proposals for the creation and / or improvement of normative legal acts, which determine the conditions for the implementation of scientific and technical activities in Ukraine in light of the desire to occupy a worthy place on the "technological map" of the world. The purpose of this work is to determine the points (areas) of the growth of domestic scientific and technical potential, which should be taken into account for solving the problems of its system modernization and supported by relevant scientific and political mechanisms. Achieving this goal involves solving the following tasks: 1) systematization of existing experience and tools for analyzing and forecasting scientific and technical development; 2) study of the capacity of existing methods for determining perspective growth points; 3) mapping the development of domestic scientific and technological potential based on a combination of statistical, morphological, scientometric and forensic methods of analysis; 4) justification of requirements for modernization of the scientific sphere of Ukraine. The result of the work involves the formation and adaptation of conceptual approaches to objectification of the definition of the directions of development of the scientific and technological sphere of Ukraine, as well as the development of proposals for draft regulatory legal acts that regulate it.
