For soft photons and magnetic fields values, which are characteristic for PVLAS (Polarization of the vacuum with laser) experiment, it is shown that the angle of rotation of the polarization plane is equal to the angle of the initial polarization, and the value of the ellipticity parameter strives for zero. In a region with a strong magnetic fields, which are characteristic for pulsars, the Stokes parameters, the angle of rotation of the polarization plane, and the ellipticity parameter differ substantially from the initial ones, and depend on the length of the passing region with the magnetic field and the initial photon polarization. It was shown that in the case of normal and anomalous initial polarization, the magnetic field does not change the polarization, this phenomenon is characteristic for the birefringence effect. In the framework of the standard approach of scattering theory, propagation of a photon with a resonant frequency in a strong magnetic field was studied theoretically. It is shown that for a polarized photon along and perpendicular to the magnetic field, the vacuum ceases to be an active medium, that is, the initial photon does not change its polarization. The results of the theoretical study obtained during the work on the stage can be used for experimental verification of the nonlinear effects of quantum electrodynamics in ELI projects (Extreme Light Infrastructure, Czech Republic, Romania, Hungary), XFEL (European X-ray Free Electron Laser, Germany) and to explain the results obtained at the VLT (Very Large Telescope, Chile), as well as in a number of scientific institutions: Institute of Applied Physics of the National Academy of Sciences of Ukraine, Institute of Theoretical Physics named by N.N. Bogolyubov of the National Academy of Sciences of Ukraine, National Science Center Kharkov Institute of Physics and Technology of the National Academy of Sciences of Ukraine, Kiev National University named by Taras Shevchenko, Kharkov National University named by V.N.
