The theoretical and methodological basis of the work is the work of domestic and foreign scientists in the field of public administration, state administration and regulation of the economy, sustainable development, legislative provision of state-building processes, etc. as well as the experience of well-known practitioners working on the development of state policy in the economic, social spheres, have the necessary experience of decentralization and act as experts in the issues of building a new socio-economic infrastructure of our state. The methodological apparatus is the integration, system, organizational, complex approaches, decision-making theory, on the basis of which the model of the multi-level system of social responsibility is developed, the method of determination of the level of competitiveness of the territory taking into account the ecological component, formulated concrete proposals for authorities of different levels for the improvement of its managerial vertical, reform of the territorial organization of power, further development of the system of social responsibility. Information empirical basis of the research is the data of sociological research and expert surveys on the state and prospects of development of social responsibility in Ukraine; State Committee of Statistics of Ukraine on sources of technogenic pollution of territories, own researches, the results of which identified countries with similar management problems and their experience can be adapted to domestic realities. The theoretical and methodological aspects of the state economic policy are investigated. The role of the presidency institution was determined and the constitutional provision of the head of state in Ukraine was analyzed. The concrete tasks of improvement of the highest level of the vertical of the Ukrainian executive power are formulated. The economic policy of the state in the context of application of the instrument of social responsibility is explored. A multi-level model of social responsibility has been formed, in which the role of the state as a key component of social dialogue is singled out. The processes of formation of a new infrastructure of local government bodies during the process of decentralization reform are analyzed and specific problems for local governments are formulated, the solution of which will improve the efficiency of the system of state-legal regulation of the organization and activities of the local self-government system in Ukraine. The scientific-methodical approach to determination of the level of competitiveness of the territory with consideration of the ecological component has been developed and a road map of community renewal and development from the point of view of its economic and ecological attractiveness for investors is written out. The results of the study were introduced into the educational process and the practical activities of state and regional authorities.
