In this section, based on an analysis of the legal framework of Ukraine and the requirements of the EU standards for ensuring radiation safety and functionality of the subjects of radiation control and monitoring, the possible way of improvement of the existing observing system is shown. This improvement requires preservation of existing observation network, technical maintenance and conduction of scientific and methodological support, and using the professional and technical potential of the departmental and research analytical laboratories of the State Emergency Service of Ukraine (as the part of the hydrometeorological service monitoring network) in close cooperation with the regulatory authorities. On the basis of a comparative analysis of IAEA and EU recommendations regarding the organization, technical, resource and analytical support of radiation monitoring programs, proposals for technical re-equipment of monitoring units been developed. In particular, the technical requirements for the installation of automated control points on the hydrometeorological service monitoring network for gamma radiation exposure dose rate, which should be included in the automated exchange of EURDEP data, have been developed. Section 1 also provides the final version of developed measuring methodology for determination of total alpha and beta activity by liquid scintillation method and the express method for determination of the content of Strontium-90 in natural waters using chromatographic extraction resin KU-2-8 and purification with Trilon B. Examples of successful application of these analytical methods for environmental sample analysis in the framework of UHMI participation in IAEA proficiency tests are given. The observation data analysis in the framework of radiation monitoring programs at the objects of the former uranium industry, which are the sources of the real radiation hazard, is carried out. Recommendations on the application of modern methods of monitoring and analytical support, as well as an assessment of the impact of such facilities on the ecological state of the environment, are presented in the methodological report "Monitoring and technical supervision on uranium production legacy sites". Section 2: "Study of the behavior of radionuclides and some transition metals in the system "water - suspended sediments - bottom sediments" in closed water basins". This section presents the results of studies on radioactive contamination of the Cooling Pond and other surface water bodies of Chernobyl exclusion zone. Processes of the transformation of radioactive contamination and the hydrochemical regime of a Cooling Pond in the initial stage of its drainage are compared with the processes occurring in other surface water bodies of Chernobyl exclusion zone area. A review of the results of previous studies on radioactive contamination of the Cooling Pond of ChNPP is provided. The temperature-oxygen regime of the Cooling Pond (CP) is studied. The behavior of 137Cs and 90Sr in the system "water - suspended sediments - bottom sediments" were studied: the vertical distribution of radionuclides in the water column and its seasonal changes, the distribution of radionuclides between the liquid and solid migration phases, physical-chemical forms. The parameterization and calibration of parameters for modeling of the water pollution dynamics (in cooperation with the Institute of Mathematical Machines and Systems Problems of the Ukraine National Academy of Science) with the use of the three-dimensional model of the radionuclides behavior in stratified lakes TRITOKS has been fulfilled. The long-term tendencies of radioactive contamination of the water layer of the CP in comparison with the processes taking place in other surface water bodies of Chernobyl exclusion zone are evaluated. The dynamics of pollution of lakes near the Chernobyl exclusion zone and the analysis of the long-term dynamics of the vertical profile of contamination of bottom sediments are studied.
