A research aim is forming of new mechanism of transfrontal economic relations in the light of requirements of the new program of neighbourliness. Methodological and theoretical basis of research are scientific positions of fundamental and applied researches in industry of transfrontal collaboration, investment activity, realization of investment проэктов on frontier territories, labours of home and foreign scientists in different industries of transfrontal activity. The scientific results of research are oriented on development of complex of modern economic mechanisms and management instruments by steady development of rural territories that are based on the dominant role of terms of decentralization. Novelty of work : - the methodological base of research of processes of forming and development of transfrontal regions is reasonable as system integral objects, that includes: exposure of conformities to law and specific of transfrontal regions; classification of principles and institutional basis, that creates possibilities for system vision of processes of functioning of transfrontal regions, allows to educe problems and offer to the way of their further development; - the methodical going is worked out near the study of processes of convergence of transfrontal regions, that is based on settling of coefficient of economic gravitation between the regions of the nearby states and allows to define differentiation of intensity of external economic connections at intergovernmental regional level, the comparative analysis of actual and expected volumes of extenal economics activity is conducted and, accordingly, potential is educed for the increase of collaboration in different spheres;- classification of institutional barriers of activation of foreign economic activity is offered in the transfrontal collaboration of Ukraine with EU, namely: in the institutionally-legal providing institutional vacuums, ortogonal institutes and institutional traps; in institutionally-ordinary are institutional crises, institutional deformations, mutation of institutes, institutional breaks and disfunction of institutes. Taking into account of action of the marked barriers will assist the cost of cutting extenal economics activity; - the conceptual going is offered near development and realization of mechanism of functioning of subjects of menage in the process of realization of general projects of transfrontal collaboration that envisages forming of the system of motivational factors for home and foreign subjects, taking into account risks in the achievement of the set aims, that will give an opportunity of more clear aspiration and specification of tasks of проэктов and providing expected result.
