Theoretical and practical provisions on transfromation of economic environment in border territories in conditions of EU-Ukraine Association Agreement are the subject of the research. Theoretical foundations of nature and organization of border areas' economic environment are outlined. Peculiarities of its transformation on the basis of analysis of qualitative and quantitative characteristics of its structural elements in conditions of European integration processes strengthening are explained. EU Regional Policy priorities in the sphere of regulation of internal and external border regions development are outlined and major instruments of its implementation are structured. Monitoring of border regions development is carried out by major social and economic development parameters. Factors of forming and functioning of regions economy shadow sector are substantiated and main evaluation methods are generalized. Perspective directions of border territories development are defined in conditions of foreign economic activity liberalization. Relevant recommendations for state and local authorities are suggested.
