As part of the study, we proposed an author's vision of the concept of lawmaking functions, by which we mean the activities of the relevant bodies to create regulatory and legal acts in order to regulate social relations in areas where such relations are not regulated or properly regulated and require improvement or modification or cancellation. Also, the definition of the concept of "ethics of law-making activity" as a variety of professional ethics is defined as a set of requirements, rules, prescriptions of society and the state that determine the moral qualities of the personality of specialists (namely, civil servants (other professional groups and specialists) who are engaged in law), and their relationship to their professional duties, based on the specifics of this activity. Improved understanding of the meaning of law-making activity in Ukraine, which actually personifies two different in nature process - the preparation of a normative legal act and the adoption of a normative legal act. These processes are dialectically interrelated, because apart from each other they are meaningless and do not achieve the goal of law-making. It should be noted that the situation has been further developed, according to which the goal of law-making in general can be defined as the dialectical interaction of the goal (the creation of qualitative legislation) and the result (effective implementation of law).
