The purpose of this work is to improve the information technology coordination of forces and assets of the units of the DSNS and improve the effectiveness of rescue activities.The object of the study is information and telecommunication technologies using web-based technologies in the field of civil protection. The subject of the study is the operational management of the activities of the DSNS units using information and telecommunication technologies based on the geoinformation complex. The urgency of work is caused by the following factors: insufficiency of information and technological equipment by computer facilities of the DSNS units; imperfection of the available software products in the DSNS divisions that do not provide for the exchange and storage of data for management and regulatory decisions at the level of the DSNS management; the speed of access to the information necessary for the operational situation for coordination of actions, the laying of routes of routes, the attraction of additional forces and facilities, etc., is limited; insufficient flexibility of modern methods and means of updating information for making correct decisions in the elimination of emergencies and assessing the effectiveness of rescue measures. The geoportal system allows to create a database of objects in the form of thematic maps on the background of the cartographic basis, in particular: linear, area, point, 3D models of buildings and territories. For objects (for example, a high-rise building, a building with a massive stay of people, PNO, OPN, etc.) Information of any type (fire-fighting cards, PLAS, operational-tactical characteristics of buildings, etc.) can be fixed. The fixed information can be text, graphic, video and audio. 3D terrain modeling allows you to virtually scan an object. Thus, the system of geoportal allows the decision maker to comprehensively assess the situation, both during the course of and during the prevention and liquidation of an emergency situation, which will increase the effectiveness of rescue activities. The results obtained so far are implemented on the basis of a test site that is the property of partners and is used in the conduct of this GDR on advance basis. Also on the advance basis, several functional layers of the geoportal for the territory of the city have been developed and launched in the test mode Lviv: statistical information on fires; placement of fire water supply; location of territorial units. It is necessary to emphasize problematic issues related to the lack of funding and the inability to begin work on expanding software development, purchasing the necessary equipment and licensed software products to create a full-scale site with the required number of functions.
