The purpose of this work is to increase the efficiency of the newly-created training model of the automated dispatch control system for the training, retraining of dispatchers and the leadership of the SLM. Development of training programs for training and retraining of operators (dispatchers). Carrying out of researches for definition of an optimum quantity of dispatchers depending on technical parameters of system and psychological and intellectual loading on the operator. The object of research is the process of managing the educational layout of an automated operational dispatch system. The subject of the research are models and methods of effective management of the newly developed mock-up of an automated operational dispatch system for the training, retraining of dispatchers and the leadership of the SLM. As a result of this work, new theoretical and practical data on the behavioral component and competency characteristics of dispatchers or the leadership of the SLM in experimental conditions under the conditions of the emergence of emergencies, taking into account the complex dynamics of existing challenges and the process of interaction of forces and assets of the DSN. The result of the R & D is a system capable of optimizing the quantitative composition of the SLM, providing automation of the processing of operational information from the received calls, ensuring the process of effective response to the ES or the EU and in the final product of the project to get a highly qualified and competent dispatcher. The carried out researches will be further realized by the development of scientifically grounded proposals on the introduction of changes to the existing normative documents or the development of the draft of a new normative document on the application of the system of the TAC as a component of the system.
