It was found that existing criteria of the presence of ionospheric storm which use changes in electron density as the indicator ignore huge amount of ionospheric storms. New criterion for making the decision about the presence of ionospheric storms was proposed, it is the changes in hydrogen ion fraction. We showed that this parameter is changed significantly even due to very weak storms in geospace. Using this new criterion, we developed the scientific methodological principles of electronic catalogue of ionospheric storms for Central Europe region.
