The aim of the work is to theoretically substantiate, develop and experimentally verify the effectiveness of the system of management of the process of competitive specialists' formation in the transport industry at institutions of higher education. The research methods include: theoretical methods (analysis of sociological, economic, and educational literature as well as higher education educational and normative documents, synthesis, induction and deduction, comparison, analogy, generalization and comparison) for the theoretical generalization of the main approaches to managing the formation of competitive specialists and its organizational and educational support; the development of a qualimetric model for assessing the level of management of competitive specialists.
