The object of study: the process of a passengers' transportation and the state of environmental pollution of the atmosphere which is a result of the vehicles operation in cities. Objective: to improve the efficiency of the passenger transportation system and an assessment of environmental pollution during the operation of vehicles. The current licensing system of blocking road haulage was examined, its shortcomings were investigated, and measures were proposed to create an improved mechanism for licensing urban road haulage, a method for quantifying the quality of passenger traffic, and a method for measurement vehicle emissions of pollutants.
