The purpose of the research: to develop the main directions and ways of forming the digital competences and skills of citizens through the implementation of European approaches to social quality in Ukraine. Methods of research: logical-historical methodology in combination with structural-functional approach, statistical and general scientific methods. Results and their novelty: The paper reveals the effect of the reconstruction of the economy on the formation of digital competences and social quality; generalized foreign experience in the formation of digital competences and skills, with the definition of the possibilities for its implementation to ensure digital transformation in Ukraine and its impact on social quality; an assessment of the possibilities of using European approaches to monitoring the system of indicators of social quality in Ukraine; the content of digital competences that citizens of Ukraine need to create in the context of increasing social quality; the ways and methods of formation of corresponding digital competences are proposed; the relationship between the formation of digital competences of citizens and social development quality is revealed; the influence of the formation of digital competencies on the value-institutional identity of the population is revealed; the key limiting factors of the formation of digital competences and the transition from traditional social policy to social quality policy are shown; features of the influence of the interconnection of economic and political transformations on the social quality of development are revealed; the specifics of the formation of digital competences and the introduction of social quality approaches in the field of employment and social and labor relations are determined. On the basis of the conducted theoretical and analytical work, proposals were made to the authorities on the implementation of state policy in the field of vocational education, as well as the development of scientifically-based decisions on legislative provision of digital development of the country. Degree of implementation: used in the lawmaking process by the Verkhovna Rada of Ukraine Committee on Industrial Policy and Entrepreneurship, the Verkhovna Rada Committee on Informatization and Communications. Interrelation with other works: The research is based on the results of previous studies on the development of theoretical and methodological approaches to the clarification of the peculiarities of the relationship between the hierarchy and network structures in economic dynamics (HRE "Hierarchy and network structures in economic systems" (0105U003360)), their manifestation in the processes of transformation of the Ukrainian economy (Research Institute "Institutional Transformations of the Socio-Economic System of Ukraine" (0111U006669)), the theory of reconstructive economic development (NRR "Reconstructive type of economic development and basically or directions of its implementation in Ukraine »(0116U006783), GDR" General and local mechanisms for the reconstruction of the economy "0117 U002825). Recommendations on the use of results: results can be used in the activities of the Verkhovna Rada of Ukraine, the Government of Ukraine, ministries of socio-economic profile, local government and higher education institutions. Field of application: socio-economic policy of the state and regions in legislative, regulatory and institutional provision. Significance of work and conclusions: work reveals the content of modern approaches to state regulation in the field of social-oriented digital economy, aimed at increasing the efficiency of training and digital transformation in the country's economy. Foreseeable assumptions about the development of the research: the specialization of the development mechanisms in the framework of the formation of modern projects for the reconstruction of the Ukrainian economy, in particular, in the field of digitization of the economy, is necessary.
