The statements on the government regulation system’s performance for financial services market have been introduced. According to those statements, the appropriate fiscal measures should include some improvements in the mechanism of prudential supervision and conduction of the non-bank financial institutions’ monitoring as well. The approaches to the preparation and implementation of the public financial management in the countries with advanced and emerging economies under conditions of economic recession and restoration of economic growth have been systematized.
