The subject of research is the theoretical and methodological provisions and scientific and practical recommendations to ensure the effectiveness of enterprise management in the context of resource constraints. As a result of performing research, the conceptual framework for managing the development of modern enterprises has been developed, theoretical, methodological and practical recommendations have been substantiated on the formation of managerial mechanisms to ensure the effective development of enterprises in the context of resource constraints, increasing their resilience to external destabilizing factors, adaptability and strategic competitiveness. Prospects for implementation: these developments can be recommended to the Ministries of Economic Development and Trade of Ukraine, the energy and coal industry of Ukraine, the environment and natural resources of Ukraine, the State Agency for Energy Efficiency and Energy Saving of Ukraine, as well as enterprises of the fuel and energy and engineering complexes.
