The purpose of the work is to improve the assessment of the city's thermal regime in conditions of climate change by means of infrared satellite removal. The work was carried out in accordance with the resolution of the Presidium of the National Academy of Sciences of Ukraine dated June 14, 2017, No. 178 "On the results of the competition of research projects of young scientists of the National Academy of Sciences of Ukraine in 2017". The report presents the main scientific results obtained during the implementation of the project in 2017-2018. The first chapter describes the conditions for the formation of urban "islands of heat", the features of the microclimatic conditions of the urban environment and factors affecting their formation. In the second section, the theoretical bases for calculating the temperature and coefficients of thermal radiation of different types of terrestrial coverage by satellite removal materials and algorithms for their obtaining are given. The third section describes the practical implementation of the methodology based on the consistent data processing of Landsat-8 and Sentinel-2 and the implementation of field work on the measurement of thermodynamic parameters of different types of surfaces. The fourth section describes the implementation of the processing of a time series of temperature images for the city of Kiev for the period 1985-2018. The fifth section provides an analysis of the results. The formulas for calculating the coefficient of thermal radiation based on field measurements and the analysis of the obtained results are given. The sixth section reviews the recommendations for the assessment of the state and planning of urban areas. An example of the field magazines for sub-satellite measurements of the temperature of the earth's surface is given in the annexes. Subjects of project use - the results of work can be used by environmental protection organizations and the development of green areas of the city, as well as city state administrations for the adoption of management decisions in the functional planning of urban areas development.
