Expenditure budget programs of supporting affected citizens and the region, activity of the newly established state institutions of the hybrid war period were systematized. The volume and mechanisms of financing separatism by the Russian Federation on the example of self-proclaimed republics on the territory of Moldova and Georgia was revealed. A methodology for fiscal security assessment was developed and a model for assessing the real and potential fiscal losses of the state in hybrid war conditions was built, which allowed providing recommendations for ways to strengthen fiscal security in different scenarios of the hybrid war.
