Determination of priorities in improving its efficiency allows us to respond to social risks, arising during the persistence of hybrid threats to social security in adequate and opportune way. Social services' main principles reformation is considered in the context of decentralization and integrated approaches to the social protection of the population in the united territorial communities. The development of a social housing fund and an increased availability of high-quality housing and utility services have been identified as priority areas for housing policy. The causes of poverty in Ukraine are low wages, wage arrears, the high level of hidden unemployment and economic inactivity. The report presents the argument that the development of an obligatory funded pension system should be administered by the Pension Fund of Ukraine. It has been defined that the availability of medical services is the main prerequisite for the successful implementation of medical reform in the conditions of low solvency of the population. It is shown that gender-legal examination of Ukrainian legislation and rotating leadership positions between women and men are promising tools of achieving gender equality.
