The subject of this research is the mechanisms of activating the needy's economic behavior. The methods of this research are the general scientific and special ones. They are : an analysis and a synthesis, comparisons and analogies, a logical generalization and a scientific abstraction, a system approach, a structural and logical analysis, a statistical grouping, a systems analysis, a statistical analysis, a structural comparisons, an impact assessment. The results and their novelty are the following : the current challenges for the system of social support in Ukraine, including taking into account the problems of need and economic activity are outlined, the methodology for identifying and assessing target population contingents is proposed; the measures of the policy of activating vulnerable population groups' economic behavior are substantiated; the approaches for assessing of the consequences of implementation of activation programs are developed. The scientific novelty is such: the definition of "clean" and "expanded" potential of activation of non-working able-bodied recipients of targeted social aid is proposed for the first time,; the contingents of recipients of aid for low-income families are structured in terms of their belonging to the activation potential; the division of the directions of activation able-bodied non-working social aid recipients in the labor market is grounded in terms of three levels of influence on the concerned contingent; the technologies of social protection and social attraction of vulnerable groups of the population have been improved. The results of the study can be used by the Ministry of Social Policy of Ukraine and local self-governance bodies to improve the model of social protection in Ukraine.
