New approach is realized fundamentally in research of housing terms as an economic category on crossing with engineering and humanitarian sciences. New scientifically reasonable results are got in relation to basic детермінант of housing terms as constituent of welfare. Classification of economic theories is carried out on temporal borders and liberal or social accents in relation to satisfaction of necessities of population in an accommodation. First the special methodical tool that allows to estimate the degree of privation in housing terms and define a requirement in providing of the proper housing terms is worked out in Ukraine, in accordance with a specially certain standard. Rating of availability of accommodation is built for different profitable groups. On the basis of set детермінант of housing terms, determination of features of their evolution and transformation scientific recommendations are worked out in relation to the choice of priority directions of housing politics on середньо- and long-term prospect, strategic directions and basic vectors of housing politics offer.
