At the first stage of the work, the current state of the electricity and heat supply system and the problems of energy supply of consumers were highlighted. In order to increase the efficiency of distribution and consumption of electric energy, the research of characteristics of consumers of electric energy has been conducted. The existing level of unevenness of electric energy consumption and potential changes in conditions of market transformations are investigated. The formed groups of consumers according to their mode of consumption of electric energy, which allows to form approaches in the use of methods of management of power consumption. In Ukraine, the most powerful consumer of energy is a population that, in order to meet its own needs (creating the proper climate in buildings, sanitation, cooking, other economic needs) leads to uneven electricity consumption during the day, which negatively affects the United Energy System Of Ukraine. Therefore, in order to increase the efficiency of the functioning of energy systems, the potential of energy consumption of consumers of thermal and electric energy for the development of mechanisms and means of reducing peak daily energy consumption and reducing the night power failure due to rational management by end users (population) is investigated. The analysis of average consumption of electric energy by the population on the territory of Ukraine is carried out. There are established categories of consumers, both in cities and in rural areas, where the volume of electricity consumption is the largest. The dynamics of change and the number of consumers of thermal energy over the years are shown. It has been established that the largest amount of heat energy is consumed by the population, therefore it has a significant potential for efficient regulation of the use of thermal energy. Appropriate graphical dependences of the consumption of heat and electricity have been constructed. The estimation of volumes and power of the existing household electric appliances in the population and degree of its automation for further development of measures on effective regulation of electric energy consumption is also carried out. At the second stage of the work, the main problems in energy consumption and in the management system of power consumption were analyzed. To provide an assessment of the efficiency of the management of power consumption, control parameters have been defined for their analysis and evaluation. The use of the power consumption indicator indicator is proposed, the task of which is to show how the state of the objects of control over the mode of consumption of electric energy, the efficiency of using the methods of managing the consumption of electricity and the possible reactions of the object (or group of objects) to changes in the management system. The method of formation and definition of the indicator of power consumption management for conducting an estimation of efficiency of the use of methods of management of demand for electric energy is offered. The methodical approaches to conducting the evaluation of the reaction of the consumer of electric energy to the introduction of methods of management of power consumption are offered. The ways of reducing the peak power consumption and night-time failure of the electricity consumption are based on the introduction of technical (household use of household appliances with electronic control, electric boilers, electric convectors, electric water heaters, devices requiring recharging, etc.), technological (monitoring of household energy consumption in real time, forced power consumption regulation, load time offset, power maneuvering) and organizational (arranging gr fikiv of consumers, regulators, tariff policy to the public, distribution and weekend routine workday for industrial, etc.). measures. Experimental studies of electricity consumption have been carried out on the example of two real objects located in the city of Kyiv. The daily and monthly charts of distribution of electricity consumption in the consumer's home (household appliances and other equipment) are constructed. Also worked out daily charts of total electricity consumption in buildings, on the basis of which the features of electric power consumption were studied. The recommendations for more rational energy consumption are provided to ensure reliable and safe operation of the United Energy System of Ukraine. At the third stage of the work, an analysis of the normative provision of the management of the consumption of electricity was carried out. Draft proposals to the Resolution "On Approval of the Procedure for the Application of Electricity Tariffs", which proposes the introduction of special tariff rates or electricity tariffs for night-time electricity for end-users are developed. The distribution of consumer groups has been analyzed, approaches have been developed for the use of power consumption management methods, and the proposals are presented to increase the efficiency of allocation of consumer groups. Multivariate calculations on the use of communicative methods of management have been fulfilled and the reaction of consumers of electric energy to the use of economic incentives in the formation of differentiated tariffs over time periods has been investigated. Based on the formulated methodological approach to the integrated assessment of the power consumption management system, an evaluation algorithm is developed which involves modeling expert assessment scenarios and provides an opportunity to get an idea оf management for the help of certain criteria for energy enterprises. Using UML diagrams and applying object-oriented modeling methodologies based on modern information technologies, models and structured schemes for the development of a system for assessing power consumption management methods have been developed. Experimental studies of electricity consumption on the example of the building No. 1 of ITT NAS of Ukraine on the street Bulakhovsky, 2 were conducted.
