The goal of the project is to develop effective, reliable, high-quality, and socially accessible policies (technically and economically sound, while respecting environmental requirements) providing the population and the public sector with warmth, hot water, and air conditioning to create adequate comfortable conditions for living and working and ensuring the energy security of Ukraine on the principles of sustainable development. Due to the need to reduce the volume of natural gas consumption, improve the living conditions of the population, the practical exhaustion of energy conservation opportunities under price pressure, further energy efficiency in the housing sector is associated with the introduction of medium and high-cost measures for the reconstruction of residential buildings housing based on progressive building standards. For the first time in Ukraine, the data of standard projects were used, the assessment of the total energy consumption in the residential sector, taking into account both current and capital energy costs in the reconstruction and new construction projects. It has been established that energy consumption for the construction of energy-efficient housing using traditional technologies requires three times more energy than the construction of the existing housing of industrial series. At the same time, energy costs for the construction of energy-efficient housing can significantly (50 - 90 times) exceed the final indicators of annual energy savings for heating homes. At the same time, energy costs for the reconstruction of the existing housing stock are estimated only at 10% of the initial costs for its construction, and their “energy payback” is estimated only in 4–5 years. In this regard, the focus should be on projects that quickly pay for themselves, thermal modernization of residential buildings (wall insulation, roofing, installation of new glass packs, improvement of individual heat points, etc.), as well as the development of new materials and the latest housing construction technologies with minimal indicators energy intensity. The technological, social and environmental aspects of energy consumption in the residential sector (including the impact of energy facilities on public health and the environment, the social consequences of poor-quality heat supply) are analyzed.
