Object of research - fiscal rules in the management of public finances. The purpose of research - to develop conceptual foundations for the formation and use of fiscal rules and their implementation in foreign countries (on the example of the EU member states). Methods of research - systems approach, formal logic methods, analysis and synthesis, analogy method, comparative study. Results and novelty - the principles of the formation and implementation of fiscal rules are defined (taking into account recommendations of the IMF, OECD, IMF); generalized international experience of using fiscal rules; their positive and negative impacts on financial development have been identified.
