The purpose of the stage: Stage purpose: background of approaches to the identification and assessment of fiscal risks. Research methods: analysis and synthesis, comparative analysis, historical method, mathematical simulation, graph presentation methods. Results and novelty: - classification of fiscal risks has been improved, in particular, the distinction between explicit and implicit risks, permanent and discrete, exogenous and endogenous, actual and potential risks; - the methodology of identification of fiscal risks was improved. It was used for formation and implementation of effective fiscal policy; - methods of identification and assessment of external volatile financial and commodity markets fiscal risks were improved; - the methodological principles of estimating the influence of macroeconomic indicators on fiscal risks are substantiated; in particular, the differences in the methods of estimating the relative indicators of the real exchange rate (REER) as an indicator of the cyclicality of the economy are established; the main differences and drawbacks of the methods are determined and the obtained results of the forecast are analyzed; - the main risks of public private partnership in higher education were identified and characterized; - a list of fiscal risks is proposed, the assessment of which should be included in the budget documentation of Ukraine; - the methodological principles of macroeconomic indicators influence on fiscal risks are substantiated; - proposals were made to improve the methodology for identifying and assessing fiscal risks related to the activities of state enterprises in Ukraine; - there were grounded approaches to identifying and assessing the risks of higher educational services in Ukraine; - there is proposed list of indicators for effective monitoring of expenditures on higher education in Ukraine; - it has been developed and tested the method of stress test for financial programming of budget financing of the universities.
