The subject of the study is the development of a decision support system for the rational distribution of financial defense resources for the effective development of the capabilities of the defense forces. The purpose of the work is to improve the mechanism for allocating financial defense resources in defense planning for the effective development of the capabilities of the defense forces. Methods of research. To represent the defense forces of Ukraine in the form of a complex dynamic system, the system analysis method is used. When constructing mathematical models of complex systems, the principles of the theory of inductive methods of mathematical modeling are applied. To build models of complex systems, the regression analysis method is used. In assessing the effectiveness of the distribution of financial defense resources in defense planning, the mathematical methods of economic analysis and probability theory are used to effectively develop the capabilities of the defense forces. The result of the scientific work is the development of algorithm of estimation of carriers of abilities and model of special mathematical software "Synthesis of rational variant of distribution of financial defense resources for effective development of capabilities of the Armed Forces of Ukraine (defense forces)". The results of the work will be used in the implementation of the defense planning procedure on the basis of capabilities in the defense forces to rationalize the allocation of financial resources in the process of solving the tasks of effective development of the capabilities of the defense forces.
