The purpose of the research: theoretical and methodological substantiation of issues related to the methods and principles of strategic management of socio-economic development at the state and regional levels. The following scientific results are obtained in the process of research. The main directions of ensuring the competitiveness of the region on the basis of clusterization are substantiated and the model of the regional cluster of strategic regional competitiveness management is proposed. The model of the construction cluster of the Poltava region is proposed. The choice of the priority directions of scientific, technical and technological development of the economy of the territory, taking into account its scientific and innovative potential, is the main principle of the formation of this cluster. In order to increase the socio-economic efficiency of the functioning of the machine-building complex in the Poltava region, directions of its purposeful structural shifts are proposed. The methodical recommendations for adapting the method of strategic analysis (SPACE - analysis) as a strategic management tool to the tasks of strategic planning of innovation and investment activity and implementation of managerial decisions on development and implementation of innovative projects in the activity of machine - building enterprises have been developed. An institutional model for managing socio-economic development based on an innovative hub is developed. The key features of functioning of the informal market of venture capital in Ukraine in comparison with economically developed countries are revealed. The risk management system for venture financing considering changes in the external and internal environment that arise in the course of innovation activities is improved. The institutional content of the process of implementation of the state regulatory policy in the system of ensuring the competitiveness on the state and regional levels in Ukraine is substantiated. It is established that the formation and development of the state regulatory policy in Ukraine is determined by regularities of economic development of the national economy. According to this approach, the periodization of the development of state regulatory policy has been made.
