Research purpose: is to substantiate the scientific and theoretical aspects of the financial management mechanisms in the public sphere in the conditions of decentralization and to develop the relevant scientific and applied recommendations for their implementation. Research methods: logical, historical, analysis, synthesis, statistical analysis, comparison, modeling. Research results and their novelty: First a system of measures to increase land revenues to local budgets was proposed: land inventory; establishment of optimal rates for land payment; timely review of land valuation. There were improved: the theoretical basis of decentralization of public finance management in Ukraine; financial and economic mechanism of state regulation of strategic development of the region under the condition of financial decentralization; the role of the state in ensuring the filling of local budgets and comprehensive measures to strengthen the financial capacity of communities. The substantiation of the organizational structure of the units of repayment of the tax debt of the bodies of the state fiscal service on the basis of the distribution of powers to work with the debtors; the issue of state participation in stimulating microfinance of small and medium enterprises has been further developed.
