STATE FINANCES, STATE BUDGET, BANKS, CAPITALIZATION, STRATEGIC PLANNING, EDUCATION The subject of the research is the model of business of banks with state capital in order to maximize the effect for economic growth in an unstable business environment. The purpose of the work is to increase the financial stability of the national economy and the financial stability of banks with state capital. Methods of research: a collection of general scientific and special methods of scientific knowledge, including logical-dialectical, methods of analysis, synthesis and comparative analysis, the method of system analysis. Research results and their novelty: suggestions and recommendations for improving the methodology for monitoring and assessing the market position, the models of the business of state banks, national programs for stimulating economic growth, the introduction of a national program of loans for education through state banks, strategic planning processes in banks and monitoring the implementation of strategic plans; the development of state bodies, the mechanism of lending to entrepreneurs on preferential terms. Practical significance: increasing the efficiency of public property management and the return of public investment in the banking sector, overcoming information asymmetry in assessing the performance of banks, restoring the investment attractiveness of banks with state capital for re-privatization, and stimulating economic growth through lending to the real economy - in order to increase revenues to the state budget and reduction of state expenditures for providing nationalization of banks. Scope: Research results will be used: during preparation of normative acts and program documents of the Ministry of Finance of Ukraine; in the practical work of the Department of Financial Policy of the Ministry of Finance of Ukraine; in the lawmaking and monitoring activities of the Verkhovna Rada's specialized committees in developing innovative mechanisms for anti-crisis regulation in the field of public finance management; scientific researchers to develop methodological support for the implementation of the state as an effective owner.
