In the framework of quantum field theory, the polarization tensor in a constant magnetic field was investigated. In the case of a supercritical magnetic field the refractive index of the physical vacuum was found for photons with energy below the threshold of the production of electron-positron pair. It was shown that when the initial photon is polarized along and perpendicular to the magnetic field, the vacuum ceases to be an active environment, that is, the initial photon does not change its polarization.
