The object of the study is the system of modeling socio-economic development of mesosystems taking into account the peculiarities of the administrative-territorial units' functioning. The project develops theoretical and methodological provisions and practical recommendations for forecasting the socio-economic development of the mesosystem based on the use of simulation tools, taking into account the requirements of decentralization. Methods of research is represented by the methods of scientific abstraction and concretization, historical-logical analysis, comparison and analogy, theoretical generalization, observation, system analysis; systematization, scaling, expert evaluations, statistical analysis, modeling, mathematical and statistical methods of calculation of indicator cycles of socio-economic development of mesosystems (in particular, based on Fourier analysis) . The groundwork received as a result of the research includes: new conceptual and methodological approaches to the scientifically-based application of the tools of scenario planning for the strategic development of mesosystems under conditions of decentralization; deepening of the theoretical positions on the place of strategic planning in the management of promising development of the mesosystem; improvement of methodological provisions for modeling the socioeconomic development of mesosystems and conceptual provisions for the formation of mechanisms for controlling the success of the implementation of a perspective model for the development of the mesosystem, as well as the mechanism for implementing the program-target approach in modeling and organizational and methodological approach to the development of tools for implementing strategies for socio-economic development of mesosystems. According to the results of the research, a perspective model of socio-economic development of mesosystems in the conditions of decentralization and methodical principles of a complexly integrated assessment of its implementation success is proposed. The results of scientific work are used as proposals to the regulatory and legislative acts on strategic planning, sustainable development of the regions and the basis of the development of regional development strategies, strategies of socio-economic development of the administrative-territorial entities of the country and have been tested at different scientific conferences of various levels.
