Research methods - the theoretical basis of the world scientific thought, the fundamental provisions of modern economic theory, the theory of state and local finance, the theory of insurance, the theory of labour migration. The methodological apparatus of research is made up: general sciences (dialectical method of cognition, scientific induction and deduction, method of comparison and synthesis, system analysis) and special methods (functional, situational); methods of analysis, synthesis, observation, modelling of economic phenomena and processes. The scientific and methodological provisions regarding the formation of the national priorities of the transformation of the social protection system and the mechanisms for their implementation at the local level were researched and developed. The institutional, organizational and financial foundations for the transformation of the social protection system were structured. The strategic guidelines for the development of social protection at the national and regional levels were identified. The integrated role of the system of social protection in terms of providing social guarantees to every citizen of the implementation of his right to health was clarified. This allowed substantiating the expediency of introducing the principles of health insurance in the field of health care for the proper medical care of the entire population of the country. Regulatory, institutional and infrastructural peculiarities of the social protection of the mobile population of Ukraine (foreigners in Ukraine and Ukrainian citizens abroad) were disclosed. The strategic imperatives of social protection of the mobile population of Ukraine, taking into account the challenges of internal forced mobility and growing external migration, were substantiated. The trends and obstacles to the functioning of health insurance in the national and regional dimensions were outlined. The problems and background for its development were revealed. The directions and priorities of the development of health insurance in providing social guarantees of health protection to the population of Ukraine were highlighted. The organizational and financial mechanism for the functioning of health insurance, which includes set of methods, tools and tools for the formation and effective use of financial health resources, was developed.
