Information × Registration Number 0219U003273, 0116U000413 , R & D reports Title Threats and risks for eco-safety development of the sectors of Ukrainian Black Sea region popup.stage_title Head Kupinets Larysa Evgenievna, Registration Date 30-01-2019 Organization Institute of market problems and economic-ecological reseaches of NAS of Ukraine popup.description2 For the first time: defined a methodology for studying the nature of risks, taking into account their interdisciplinary status, frequency, consequences and uncertainty, which collectively allows within the structural risk management model to identify sources and risk factors, to justify approaches to managing the risks of environmentalization of the sectors of the national economy; developed theoretical bases for systematization of sectoral risks, their subjective-object structure, properties and functions, identification of risk factors in relation to environmentally-oriented sectoral development, which made it possible to identify risk incidents (incidents) as the preconditions for the occurrence of economic losses and losses of sub business management due to the deterioration of the state and quality of the environment; the conceptual model of adaptive risk management management in socio-economic-ecological systems based on the following methodological principles is substantiated theoretically: a risk-oriented approach to the process of ecologization; mandatory standardization of risk management; account the maximum number of risk factors for the functioning of economic entities in the dynamic conditions of the economic environment; defined risk-profiles of sectoral ecologization (marine, agro-food, fuel and energy complexes) that represent the architecture (logical construction) of possible risks, based on the objectives of environmentalization of the relevant sector of the economy, assessment of its vulnerability to risk, identification of risk sources as a set of adverse events for ecologically oriented branch development, definition of strategic directions of risk management, envisaging the choice of management option, based on sectoral individuals predictability and risk reduction to a possibly low level. Improved: methodological principles and tools for preventive response of business entities encumbered by risk events that are consistent with the objectives of identifying, accountability, assessment and risk management, and transition from insecurity to ecologically oriented sectoral and regional development; methodological basis and methodical approaches to the assessment of risk events in the context of the transformation of socio-economic-ecological (SEE) systems, which based on the following methodological principles: preventive and flexible response to hazardous situations and threats to SEE-systems; alternatives to risk, high uncertainty of risk events, prevention of simultaneous action of a critical combination of risk factors and counteraction to risk events; methodological approaches to identifying the prerequisites, opportunities, factors of the impact on the level of risk and the steps to transition to ecologically oriented sectoral and regional development, based on the definition of such criteria of modern risks: objectivity of the nature of risk and the subjectivity of its assessment; the uneven distribution of risks among participants in environmental processes at the sectoral and regional levels; the variability of risk in space and time as a result of changes in the environment; the impossibility of unambiguously identifying the risks of socioeconomic and ecological systems; interrelationship and synergistic effect of manifestation of different types of risk; methodological approaches to risk assessment based on the definition of: possible types of risk; factors influencing the level of risk when performing one or another type of activity; integrated assessment of losses caused by possible risks and measures to counter sector risks; scientific principles for defining the functions, principles, stages of the risk management process which account the specifics of the environmentalization of sectoral development, and proposes the creation of professional standards for risk management in the sectoral ecologization sector, which, unlike existing areas of activity, does not have well-established regulators and requirements in part risk management. Got further development: theoretical determination of the objectivity of the risk category, risk factors and risk events, the basis of which is the factors of multidimensionality, openness, inertia, uncertainty and conflict that are inherent to the sectoral economy; assessment of trends and regularities of the formation of risky conflictual potential at the national and regional levels of environmental management, identification of objective and subjective factors of their manifestation; theoretical and methodological principles for the identification and systematization of economic and environmental risks and threats at sectoral, regional and cross-border levels, which allow to identify, take into account, qualitatively evaluate, prevent or mitigate the impact of risk in a wide range of sectoral environmental issues and prevent conflicts of economic and environmental objectives. A methodological approach to the identification of new weighty risk factors that determine the manifestations of risk and is based on the analysis of causal relationships between the processes of ecologically oriented targeted activity and the results achieved from it; a scientific approach to the introduction of a mandatory definition of the degree of variability of risk factors, which allows: to identify risk events by the ability to (or not) inflict any real or potential harm; to pre-determine the fact of the aggravation of the risk situation and the ability to withstand it, as well as to simplify the procedures of analysis, risk assessment and decision-making on their elimination; a scientific approach to the definition of the profile of building an ecologically safe sectoral strategy and the development of coastal regions (Ukrainian Black Sea Region), based on the principles of a risk-oriented approach to the process of ecologization, targeting prevention of possible threats and development of preventive measures of protection; classification of approaches to risk management, which are formed depending on the goals that are intended to be implemented within the appropriate measures: administrative, regulatory, economic, and technological, aimed at preventing or minimizing the manifestation of the expected risks; substantiation of the essence of institutionalization of preventive protection against risks of environmentalization of sectoral development, which defines legal norms, rules and organizational support, which in aggregate can provide ecological safety of the operation of economic entities of different spheres of the economy.
