The reasons for the implementation of austerity policy, which arose as a response to the debt crisis in the global economy, are analyzed. Its negative impact on the growth of economic inequality that hinders economic growth is substantiated. It has been proved that austerity policies cannot be a panacea in terms of crisis. The theoretical essence and role of fiscal democracy for the country's development are revealed. Practical recommendations for improving fiscal policy in Ukraine focused on innovative development were provided. The novelty of the work is to substantiate the practical approaches of public financial management and the principles of fiscal democracy for the innovative development of Ukraine under the conditions of the neoliberal logics domination of austerity policy and, at the same time, the deployment of objective logic of needs and values of the fourth industrial revolution.
