Karazin popup.description2 The goal is to develop a scientifically grounded model of the human potential formation in Ukraine with indication of structural components, quantitative and qualitative characteristics, causal-effect relationships with demographic processes, factors and levers of the leveling demographic problems, spatial hierarchical structure, which can be the basis for scientifically grounded measures of regional demographic policy. Methods of the reserach: philosophical, general science (analysis and synthesis, induction and deduction, abstraction and concretization, analogy, modeling, probabilistic-statistical methods and methods of multidimensional statistics, systematization, system analysis, GIS analysis, generalization, comparative-geographical and comparative-historical methods), specifically scientific (cartographic) and special (demographic statistics, methods of resettlement study and demographic characteristics of the population). The concept of human potential and its structure, the demographic system as a basis of human potential have been revealed, demographic security has been considered as an indicator of demographic problems in the human potential formation, the concept of human potential formation through the leveling of demographic problems has been proposed. The methodological and informational support of the research has been substantiated. A spatial and temporal analysis of demographic problems in Ukraine, such as population depopulation, aging population and demographic load, population migration was carried out. The current trends and regional peculiarities of the human potential formation of Ukraine has been established, factors of the human potential formation of Ukraine have been determined, grouping of Ukraine's regions according to demographic indicators of the human potential formation has been performed, demographic security of the Ukraine's regions as an indicator of demographic problems in the human potential formation has been considered, the demographic potential of the Ukraine's regions has been calculated, principles and directions of scientifically grounded measures of regional demographic policy have been outlined.
