The goal is to develop models, methods and information technology for the complex evaluation of the indicators of efficiency and quality of functioning of a complex system provided by European integration of Ukraine. Method of research - methods of decision making theory and utility theory, methods of system analysis and modeling of complex systems, methodology of theoretical qualimetry, methods of expert evaluation, methods of graph theory, sets theory, mathematical apparatus of logic algebra, methods of multiplication theory and apparatus of finite algebras predicates, methodology of component-oriented programming. An analytical review of existing models and methods for managing efficiency and quality in complex systems was conducted. The method of forming a system of indicators of efficiency and quality of functioning of a complex system is developed, which allows us to move from a verbal description of objectives to specific indicators and takes into account different planning horizons. The integrated approach to monitoring the current state of a complex system is developed by measuring efficiency and quality indicators based on the integration of internal and external sources of data, in particular from the Internet. The technique of decomposition of a set of indicators of efficiency and quality of a complex system is developed in order to construct models and algorithms for the functioning and development of individual business processes. The information software has been developed for the development of a system of indicators of efficiency and quality of functioning of a complex system and monitoring of the current state of the system in conditions of different thematic specifics.
