The object of the research is the process of port tariffs and dues formation at the port enterprises. The purpose of the work - to develop of theoretical bases of port tariffs and dues formation at the port enterprises at the present stage of development of Ukrainian port industry. Research methods - the system concept, the analysis and synthesis, economic, statistical and financial analysis of enterprise' activity, the analog method, cluster analyses and classifications, scientific abstraction, method of comparison and expert judgements, economic-mathematical modelling. The research solves an important scientific problem of development of theoretical bases the port tariffs and dues formation at the port enterprises. In the work the scientific representation about port pricing is gained further development by systematization of the international experience of application of different concepts of port pricing. The classification of port prices is offered. Methodological approaches to improvement of state regulation of port pricing in Ukraine are developed. Principles of formation of port dues rates and methodological approaches to improvement of the port dues system are developed. Approach to optimization of a level of port dues is offered. Methodological approaches to improvement of formation of port tariffs in the ports of Ukraine are offered. Approaches to optimization of port tariffs and discounts from port tariffs are developed. The results of the work can be used in activity of the stevedoring companies, port enterprises of all forms of ownership for increase in efficiency of port tariffs formation, state bodies - for improvement of pricing regulation at the port industry, formation of the port dues. The research has direct connection with the scientific work of economy and finance department of ONMU in 2017-2019. The economic efficiency of the research is caused by the fact that improvement of port pricing will give an opportunity to increase profitability of transport system of the country, to lower logistic costs in transit of cargoes through the Ukrainian ports, to attract additional transit cargo traffics.
