The purpose of the study is a technical, economic and environmental analysis of methods of combat with environmental pollution in testing of rocket technique, in the operation of powerful energy-generating complexes and in utility systems. To achieve this goal, a detailed analysis of the existing methods of handling with the most typical waste of densely populated territories was carried out. A statistical-analytical model for calculating risks has been created and a grapho-analytical model to optimize management decisions in emergency situations and the lack of resources to eliminate them has been developed. The main research method is a theoretical statistical analysis with the elements of technical and economic calculations. Specific equipment was not used. As a result of the work, the possibility of quickly collecting and neutralizing of the straits of liquid rocket fuel and the shortage of missile fuel tanks was proved. Also the main causes of deterioration in the quality of surface water were identified. Options of the reducing the negative impact on the environment of sewage sludge have been proposed. The basic requirements for the mathematical model of calculating the dispersion of salvo atmospheric emissions were formulated. The concept of risk management in crisis situations was further developed. The obtained results can be used when making decisions on improving the living conditions of people in technogenically loaded regions. The novelty is confirmed by the publications of the authors in professional editions.
