The aim is to develop theoretical and methodological principles of the evolution of international-legal norms and prospects for their application; a conceptual model for the proper implementation of the norms of international law and EU law in Ukrainian legislation. Methods of research: a set of philosophical, general scientific and special methods and techniques, the complex use of which led to the achievement of the research goal: the unity of logical and historical; abstract and concrete; formal and informative; single, special and general; theoretical and empirical. The received scientific results are characterized by urgency, novelty, have theoretical and practical value, correspond to the level of modern international legal science. The result is to determine the effectiveness of the UN legal framework and regional international organizations and the impact and effectiveness of the doctrinal foundations of international public law in international relations; establishment of the essence and components of the mechanism for the implementation of the norms of international law and European Union law in national legislation; the development of a methodology for the proper implementation of the principles of the organization and operation of the institutes of the European Union in the administrative legislation of Ukraine. Scope: implementation in the educational process of Oles Gonchar Dniprovsky National University; the theoretical provisions of work aimed at establishing and clarifying the content of certain concepts, categories for their more effective use, can serve as a basis for further study of the problems of the evolution of the norms of international law and their impact on the content and direction of legal regulation of the activities of state executive authorities and local self-government of our state.
