The purpose of the work is to analyze the conceptual foundations of constitutionalism and to study the problems of the activities of the parliament as the only legislative body in Ukraine in the context of European integration. Research method: used in-scientific, concrete scientific methods and logical methods. To general scientific include: dialectical, historical, systemic, comparative, chronological, hermeneutical. The concrete-scientific are: comparative legal, formal logical, dogmatic, method of concrete sociological research. By logical methods should include analysis and synthesis, generalization. In Ukraine, a constitutional reform is being carried out, which provides for constitutional changes in 3 areas: human rights; decentralization; justice reform. The relevance of the topic is explained by the need for a thorough comprehensive analysis of state transformations, currently taking place in Ukraine. Under the conditions of reforming the state system of government, tectonic shifts are taking place both in the public consciousness and in the minds of those who directly control these changes. In conducting such a process, the parliament, the Verkhovna Rada of Ukraine, plays a system-forming role. Therefore, studying the experience of world constitutionalism and comparing the activities of the Ukrainian parliament with the activities of other legislative bodies will provide an opportunity to develop a reform program for the parliament itself to increase the effectiveness of its activities. Modern Ukraine is a parliamentary-presidential republic, which already shows the leading role of parliament in government and in turning the country into a modern European state. The results of research are introduced in the educational process for teaching the following disciplines: "Constitutional law", "State building and local self-government", "Theory of state and law", "Constitutional rights and freedoms". Forecast assumptions for the development of the object of study: the development of a sustainable system of public authority, taking into account the results of management reform.
