The development patterns, causes and consequences of migration processes are systematized. The social, economic, political preconditions of the migration movement of the population are identified and assessed, the problems associated with the socio-economic development of the resettlement territories and the country as a whole are identified. Improved methodological approaches to the formation of migration policy through settled the development of the concept of circular migration, the formation of a national system of incentives for re-emigration, the use of tools for cross-border cooperation. A methodical approach to the integration and adaptation of migrants, based on a combination of social marketing tools and integration policies in the field of external migration, is proposed. A rating assessment of the migration attractiveness of the regions based on ranking methods was carried out. The necessity of forming a weighted state migration policy, which is aimed at the use of migration capital for the development of the economy of Ukraine, is substantiated. The content of the methodology of strategic regulation of the migration movement of the population as a set of scientific approaches, principles, methods, tools and models aimed at improving the effectiveness of the national migration policy are identified and disclosed.
