The development programs and plans of Chernivtsi as a typical large Ukrainian city with a developed network of educational institutionsare analysed. It isdemonstrated adiscrepancy between the theoretical statement of the importance of a vector of city development as a scientific and educational centre and the actual lack of developmental programs that involve the existing potential of universities not only in the scientific and educational, but also in the socio-economic sphere. The necessity of taking into account the potential of universitiesfor elaboration of the city development strategy is substantiated. The results of the scientific research work are embodied in the recommendations for the subjects of local government and university administrations.
